You didn't read the title wrong. This is a thing I did. I even built up for 5-7 days. I feel like I haven't been utilizing all of the units in my barracks enough, so I decided to build them all up in these emblem teams based on weapon type and color. The red tome is a type of weapon skill appearing in Fire Emblem Heroes; it is one of three subsets of the game's representation of the tome weapon type. Red tomes have weapon triangle advantage over green tomes and other green weapons, but have weapon triangle disadvantage against blue.
((And PSA: Giant wall of text coming. Disregard if you've already started running Glimmer, but this is mainly in response to those who still think it's not viable, or simply educational for those who've yet to test it.))
Glimmer is now one of my go-to specials on mages, particularly TA Raven users, as the skills naturally synergize* with each other. On my S!Camilla, it has freed up her B Slot for Green Tomebreaker to bop Nino & soon Rhajat. Formerly, Raventome users were split up into Lilina/Sanaki/Mae types - users who can cleanly OHKO things they have a type advantage against, and can afford to run things like same-color Breaker skills (Swordbreaker/Lancebreaker) for added player phase utility.. And slow tanks like Sophia, M!Robin, Boey & Merric, who might not be able to ORKO units they have a WTA against 100% of the time, but could afford to be initiated on several times if necessary, or clear out a map of units they have the WTA against with little difficulty or micromanagement. A problem I had with the latter group was that in arena, without the appropriate -Breaker skill, they often just missed out on enemy phase KOs, running the risk of allowing a WoM dancer to warp in and allow the attacker to either finish them off, or zip right past them and nuke your frail units in the back. Streak ended.
Gronnraven+ users, in particular, can now run Glimmer to fully charge after both of Reinhardt or Brave Bow B!Lyn's first 2 strikes (a bigger threat to one's deathless streak than Mulagir in my experience, tho CA Firesweep sharts on both), then cleanly bop them. No longer do you have to run Bowbreaker on Raventome users (I personally ran it on EVERY raven mage I have, sans Lilina), as Glimmer can take any non-CA Brave Bow user out without the risk of a dancer allowing them to get an extra turn after your Boey/Sophia/Robin just barely missed the KO. This allows them to run things like same-color breaker skills as well, or other useful B-Slots (QR? Vantage? Escape Route? BA Desperation? etc).
Personally, I'm extremely excited to get these 20k feathers, promote and merge my +atk/-hp M!Robin, and unbench him as he can now be more useful to many of my teams which already pack a blue mage check. Likewise with my +atk/-spd Sophia, who I'm confident can now run Swordbreaker again, like she used to before the CYLpocalypse.

* To clarify, re: the natural synergy between Glimmer and TA Raventomes: The playstyle of Raven users is basically 'choosing your battles'. They're not trying to be insane, one-man armies you drop in the middle of a map capable of triggering extremely powerful fixed-dmg specials to blow past the weapon triangle like certain DC/Steady Breath users, or Wo Dao/Wrath/Dark Excalibur users. They're bullies used extremely selectively, against targets you know they can either ORKO (the high attack ones), or handle while taking little dmg (less powerful tanks). Glimmer works in much the same way, as it is +50% total damage as opposed to something fixed, like the specials based off of atk/def/res. In other words, you'd use Glimmer on a unit you know you'll be micromanaging, enough so that they'll never run into a situation in which they'll be doing single-digit damage.. Sounds like Raventome users! If you're playing ANY mode which requires or incentivizes going deathless, such as arena, arena assault, squad assault, ghbs or bhbs, and you're in a situation in which you need a raven user to initiate against a unit they have the disadvantage against, chances are you've failed as a summoner and were going to lose the battle anyway.. Or were playing with fire, at the very least.

Fire Emblem Awakening Tomes
The main thing it has going for it is the 2-turn CD. As high res targets are less rampant than high def targets, I currently believe Glimmer > Moonbow on MAGES who can reliably do a good amount of damage, but just miss out on some needed KOs. Moonbow is probably a better option for mages meant to combat other mages, though most of these (like Deirdre, res tank Sonya, maybe Arvis, etc) have high res and prefer running specials off of that for the insane burst damage anyway.
*** Glimmer is also an option for Bladetome users, especially those heavy-hitters like +atk variants of Lilina, Mae, Sanaki, S!Elise, Rhajat, S!Camilla, horsebuffed Leo/Cecilia, etc. Even against a color disadvantage, they often do substantial dmg with adequate buffs, so Glimmer will be a decent replacement for any other 3-turn CD special they would've been able to use if not for the Bladetome's penalty pushing them to 4 turns. Some receipts for the testing I've done coming in the replies:
